About MACS

Established in 2016, Muncie Animal Care and Services (MACS) is a proud No-Kill animal shelter and animal control department of the City of Muncie, Indiana. MACS provides animal control services to the City of Muncie and Unincorporated Delaware County, and an adoption program for all. Our mission is to provide proper care and find happy homes for stray, abandoned and abused animals in our community. We seek to provide awareness of local laws concerning animals and animal welfare, provide connections to resources, and to reduce the number of stray and abused animals.

Hours of Operation

  • Monday through Friday, 10 a.m. to 12 p.m., 1 p.m. to 5:30 p.m. (closed noon to 1 p.m. for lunch).
  • Saturday 12 p.m. to 4 p.m.
  • Sunday Closed 
  • We will be closed on the days listed in our Holiday Schedule tab.

Due to unforeseen circumstances, at times we may have to limit or suspend adoption and/or volunteering services. Please call before coming if being turned away at our door would pose an inconvenience, 765-747-4851.

About the Office

The Mayor is the city executive and the head of the executive branch. The specific duties and responsibilities are defined by state statutes (Indiana Code 36-4-5). A few of those items include: enforcement of City and State statutes, informing the legislative body a variety of required items of information, make recommendations to the legislative body, supervise subordinate officers, ensure efficient government of the city, and approve or veto ordinances, orders, and resolutions of the legislative body.

About the Mayor

Dan Ridenour was elected Mayor after serving four years on the Muncie City Council. Professionally, he comes from 30 years in the banking/finance field. He served as a Regional Manager with three different banks over his career. Dan has also been a very active community volunteer, serving organizations ranging from helping low income seniors with home repairs to preparing five-year-olds for kindergarten at Muncie Community Schools.

Dan Ridenour grew up with a mother who is a retired teacher and his father was a pastor. Dan is the author of three books on credit scoring. He enjoys distance running (completing 17 full and 33 half-marathons), basketball, reading and spending time with his family. Dan and his wife, Sherry, have four children and four grandchildren. 

About the Council

The City Council consists of nine members who serve as the legislative branch for the city of Muncie. Six members are elected by the voters in their district and three at-large members are elected by the voters and represent every citizen in the City. Each member serves a four-year term. The Muncie City Council meets on the first Monday of every month at 7 p.m. in the Muncie City Hall Auditorium. You can find a link to the calendar of meetings below.  Secure mailboxes are located in the City Clerk's Office.

About the Department

    The Muncie Building Commissioner's Office is a team of dedicated and determined officials to enforce local & state codes as well as the Muncie Ordinances. The team in the Building Commissioner's Office are not only workers of the city, but also residents who care about this community. This office helps educate the public on city and state codes and ordinances. They provide services such as obtaining proper permits, along with inspections. They also take calls on complaints from citizens regarding unsafe houses, vacant and/or abandoned properties, abandoned junk vehicles parked on a property, tall grass, weeds and overgrowth, trash & debris, and any other building or zoning issues that may arise within the community.

    Code enforcement wants to help the community by providing these services to help make Muncie more attractive and safer place for all. All permit applications may be submitted in person, sent through the mail or sent via email. Please email to the below email addresses.

Clerk's Responsibilities:  (I.C. 36-4-10)

    • Include but is not limited to; recording and retention of City Council minutes, ordinances and resolutions; liaison for the members of City Council, providing packets for the monthly meetings, uploading documents to the website, posting notices of the meetings;
    • also, Recording Insurance Contracts;
    • Retention of City Records;

    • The City Clerk’s office is a responsible for the physical receipt of bids and quotes for public projects. 

    Court Business

    • Serves as the Clerk of Muncie City Court. This includes, but is not limited to, overseeing daily operation of the office, maintaining court records, balancing and reconciling daily receipts for deposit, preparing periodic reports detailing court collections and disbursements and preparing court expenditure and revenue reports for the Indiana State Court Administrator and State Board of Accounts;
    • Collects and processes payments for court fines and costs;

    • The Muncie City Clerk is required by Indiana Code to collect copy fees of $1.00 per page plus $3.00 per document if certification is required. To obtain court records complete the form City Court Records Request Form and send a cashiers check or money order to the Muncie City Clerk.

    Bid Process

    The bids must be submitted in the proper format to the City Clerk’s office 8:45 a.m. prior to the Board of Works meeting the day the bid is due. Information on the bid process can be found in the Community Development Link: Bids and RFP

    About the Department

    The primary function of the department is to administer entitlement grants to the City of Muncie from U.S. Department of Housing and Urban Development (HUD), currently including:

    • Community Development Block Grant (CDBG)
    • HOME Investment Partnership Program (HOME)
    • Community Development Block Grant-COVID-19 (CDBG-CV)
    • Home Investment Partnership Program - American Rescue Plan (HOME-ARP)

    These are intended by HUD to develop and revitalize viable urban communities by providing decent affordable housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

    About the Department 

    History

    The hard work and determination of many concerned citizens throughout the Muncie Community resulted in the creation of the Muncie Human Rights Commission (MHRC) on February 12, 1964 with the passing of Ordinance 1627. Because of this, along with increased powers and duties since its inception, MHRC has been able to work for ALL segments of the Muncie Community to ensure equal opportunity for all citizens.

    Purpose

    It is the public policy of the City of Muncie to provide all of its citizens equal opportunity in education, public accommodations, and housing discrimination based on race, religion, sex, disability, color or national origin is an impediment to equal opportunity. The practice of denying these civil rights to properly qualified persons solely on the basis of race, religion, sex, disability, color or national origin is contrary to the principals of freedom and equality of opportunity and is a burden to the objective of the public policy of this City of Muncie and shall be considered discriminatory practices.

    About the Commissioners

    The Muncie Human Rights Commission is comprised of community volunteers who are representative of the various religious, educational, ethnic, and disabled groups in our community. Each Commissioner must be a registered voter and a resident of the City of Muncie. He/she is appointed by the Mayor or common council to serve a three-year term.

    Powers and Duties

    So as to enforce the Muncie Human Rights ordinance, which protects the civil rights of ALL Muncie citizens, MHRC is granted certain powers. Several of these include:

    • Investigate, conciliate and hear complaints. Make findings and recommendations, issue cease and desist orders.
    • Provide protection from retaliation for any person who has filed a complaint, testified in any hearing before the commission, or assisted in any other was in any matter under investigation.

    How to File a Complaint

    If you believe you have been discriminated against on the basis of race, sex, religion, disability, color or national origin, you may file a complaint by contacting the MHRC office by email or stopping by the office and filling out an intake form. After we review the preliminary complaint to determine if MHRC has jurisdiction, the investigator will then instruct you on your next steps. If MHRC does not have jurisdictional rights for your complaint, we will then file your complaint with either the Indiana Civil Rights Commission (ICRC), HUD (Housing complaints) or Equal Employment Opportunity Commission (Employment complaints).

    About the Department

    This department is managed by the Parks and Recreation board. The board consists of four members appointed by the mayor in accordance with Indiana Statutes and one ex-officio member, appointed by the School Trustees board for the Muncie Community Schools. The Parks and Recreation department's responsibilities include but are not be limited to those powers, duties, and responsibilities delegated by IC 36-10-3.

    Construction, operation, and maintenance of all city parks and recreation facilities, and any other powers, duties, and responsibilities assigned by state law, the city code, and the mayor.

    This beautiful park is located approximately five miles just southeast of Muncie. The reservoir and park area boasts 3.3 miles of aquatic recreation and more than 750 land acres of natural landscape. We offer numerous  activities for you, friends and family to enjoy! Some of the wide array of activities we offer include boating, swimming, fishing, camping, hiking/biking trails, ATV trails, and horseback riding trails. Prairie Creek also hosts several spectacular events, such as triathlons, concerts, festivals, and family reunions. We have rentable shelters and overnight cabins, also!
