The Unsafe Building Housing Authority (UBHA) Board is made up of members who have been appointed by the Mayor. One of these members is the Historic Preservation Officer and one is a member of City Council. The other three members are private citizens who are residents of the city limits. All UBHA members serve for the Mayor’s term of office.

       Regular UBHA hearings are held at 2:00 p.m. on the second Thursday of each month, unless quorum isn't met, in City Hall's auditorium. In the case of a cancelled hearing, as notice will be mailed to the property owner via regular mail of the new hearing date. Property owners are requested to attend the hearing and go before the Board to provide their plans and timeline to bring the property and the structures on the property up to code with proper permits & inspections through the Muncie Building Commissioner's office. Failure to comply will result in fines & civil penalties imposed to up to $5,000.

       ALL Orders are brought before the board, Rehabilitation, Demolition & Trash Orders. Trash & junk vehicle removal have 10 days to comply, or City will go through proper steps of having the nuisance removed.
