Adopt Don't Shop!

By choosing to adopt instead of “shop”, you are directly helping to decrease the number of homeless pets. Most importantly, you are giving the animal the gift of a second chance and a new life in a loving home.

When adopting from MACS, you are receiving an animal that is spayed/neutered, heartworm/combo tested, given age appropriate vaccines, dewormed and given flea preventative prior to adoption ($300+ value!). Adoption comes with a free wellness exam at a participating veterinarian.

Potential adopters must provide a copy of their pet policy in their lease and submit an adoption application. Applications can be obtained in person during business hours. Please note, applications can take up to 3 business days to be processed. Applicants will be notified via email of approval or disapproval. Please check your email if you have submitted an application.

Approved applicants that currently have a dog(s) in their home are required to schedule a meet-and-greet appointment to ensure the potential adoption will be a good fit.

The Fire Investigations Division is responsible for investigating fires that occur within the jurisdictional boundaries of the City of Muncie. Our division investigates all fires including suspicious fires and explosions to determine the origin and cause.

Our nationally and state certified investigators conduct all phases of the fire investigation including interviewing witnesses and suspects, evidence collection, background investigations, courtroom testimony, and assisting other public safety and private agencies. We are also required to attend a number of continuing educational classes and seminars to keep up to date and current in all areas of fire investigations.

  • There could be a reward up to $5,000 for information leading to the arrest and prosecution of the person or persons responsible for setting an arson fire.

Spay/Neuter

MACS does not have a veterinarian on staff. We partner with local veterinarians to spay, neuter, and provide medical care to our sheltered animals. We cannot provide spay/neuter, vaccination, or medical services to the public/owned animals. Please visit the Resources for Pet Owners tab for low-cost options and services.

Stray holds

PER ORDINANCE 23-17 – Animals impounded as stray with identification will be held for four business days, not including the date of impoundment. Animals impounded as stray without identification will be held for three business days, not including the date of impoundment. Animals not reclaimed during their stray hold will immediately become property of the city of Muncie and entered into our adoption program, if deemed adoptable. While impounded, stray animals are posted to our Facebook page. We strongly recommend coming to the shelter and physically checking for your lost animal.

In many cases, tenants feel that they are at a disadvantage in many rental situations. In some
situations, while appearing as a loss, may actually favor or benefit tenants, but a lack of
accessible knowledge or familiarity with state and local laws, allows tenants to give the landlord,
or management company, the upper hand. In addition, landlords, or management companies,
are often more informed regarding the obligations specified by the Indiana Code. However, this

The Muncie Fire Department Training Division provides the required training for firefighters to accomplish the mission of the Muncie Fire Department.  This includes instruction and training in a variety of emergency response categories and results in certifications from the Indiana Department of Homeland Security, National Registry of Emergency Medical Technicians and other accreditation organizations. These certifications include Hazardous Materials, Firefighter I/II, Driver Operator, Fire Instructor, Fire Officer, Technical Rescue, Fire Inspection, Fire Investigation, and EMS.

Recruits will receive over 360 hours of training upon appointment to the Muncie Fire Department resulting in certifications in Hazardous Materials Awareness and Operations and Firefighter I/II. Recruits will also receive EMS training resulting in a National Registry EMT and Indiana EMT certification.

    HOME-ARP Header

    HOME Investment Partnerships Program (HOME) - American Rescue Plan (ARP)

    The American Rescue Plan (ARP) provides $5 billion to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability across the country. These grant funds will be administered through HUD’s HOME Investment Partnerships Program (HOME). The City of Muncie as the local Participating Jurisdiction (PJ) which qualifies for an annual HOME Program allocation for FY2021 is eligible to receive the HOME-ARP grant.

    HOME-ARP funds can be used for four eligible activities:

    • Production or Preservation of Affordable Housing
    • Tenant-Based Rental Assistance (TBRA)
    • Supportive Services, Homeless Prevention Services, and Housing Counseling
    • Purchase and Development of Non-Congregate Shelter

    Smoke Detectors

    The Fire Prevention Bureau participates in providing smoke detectors to citizens within the community who have difficulty financially in obtaining a required smoke detector.  For assistance, please contact the Fire Prevention Bureau at (765) 747-4876.

    Toys for Tots

    The Muncie Fire Fighters Toys For Tots program works in conjunction with the Salvation Army to distribute toys and other items to children in our community during the holiday season. The Toys For Tots program is run strictly with donation dollars and volunteers. New and gently used toys may be donated to the Toys for Tots program at any of the seven Muncie Fire Stations year-round, or at the Toys for Tots site in the Southway Plaza on South Madison in November and December.

    If you are interested in receiving support from this program for your family, please contact the Salvation Army at (765) 289-7924. All eligibility screenings are run through the Salvation Army. Sign-up begins the last week of October and runs through the first week of November.

    We have set rates for BLS and ALS and then we bill for mileage.  You can always contact billing and dispute your charges in writing.

    Q: How do I pay my bill?

    You should have all the information on a bill that states where to submit payment

    Q: How do I know if insurance paid on my bill? 

    Your bill will have the amount, if any, paid by insurance and then will have what portion is yours to pay.  It will also show if insurance denied payment.  If your claim is denied, then you will know that any remaining balance is your responsibility.

    Consolidated Plan (Con Plan)

    The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the CPD formula block grant programs such as Community Development Block Grant (CDBG) Program, and HOME Investment Partnerships (HOME) Program. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).


    Public Participation Plan

    Citizen participation and stakeholder consultation are key components of every state or community’s Consolidated Plan. A well-designed citizen participation and consultation strategy can help grantees: incorporate local data into planning process and validate the accuracy of this data, gather input on priority needs and target areas, increase coordination among consultation partners, leverage Consolidated Plan activities with other public and private funding sources and programs, expand upon the outreach efforts of existing planning processes, and increase citizen feedback, buy-in, and support of Consolidated Plan activities.


    Annual Action Plans 

    The Annual Action Plan is a document mandated by the U.S. Department of Housing and Urban Development (HUD) that outlines local affordable housing and community development needs and identifies strategies for addressing them. The plan identifies activities that the City expects to undertake through direct action or through the provision of funding to other entities. In addition to outlining housing and community development strategies, the Annual Action Plan includes the City’s application for the federal grants received from HUD. These grants, the Community Development Block Grant (CDBG) and the HOME Investment Partnership (HOME), fund the majority of the affordable housing and neighborhood improvement programs provided by the City.


    Consolidated Annual Performance Evaluation Reports (CAPER)

    The CAPER for formula grantees provides annual information on program accomplishments in meeting the City's programs' performance outcomes: providing decent housing and a suitable living environment, by expanding economic opportunities, principally for low- and moderate-income persons, building, buying, and/or rehabilitating affordable housing for rent or homeownership, and providing direct rental assistance to low-income people.


    Fair Housing

    City of Muncie is required to submit a certification that it will affirmatively further fair housing. This means that it will conduct an analysis of impediments to fair housing choice within the jurisdiction, take appropriate actions to overcome the effects of any impediments identified through that analysis, and maintain records reflecting the analysis and actions in this regard.


    Other Studies and Reports

    An environmental review is the process of reviewing a project and its potential environmental impacts to determine whether it complies with the National Environmental Policy Act (NEPA) and related laws and authorities. All HUD-assisted projects are required to undergo an environmental review to evaluate environmental impacts. The analysis includes both how the project can affect the environment and how the environment can affect the project, site, and end users. Not every project is subject to a full environmental review (i.e., every project's environmental impact must be examined, but the extent of this examination varies), but every project must be in compliance with NEPA, and other related Federal and state environmental laws.

    An environmental review must be performed before any funds, regardless of source, are committed to a project.

    Documentation of the environmental review should be maintained in the environmental review record (ERR). This record contains the description of all activities that are part of the project and an evaluation of the effects of the project on the human environment and vice versa. This record will be made available for public review.
