Template for reviewing complaints

  • Civilian Review Committee (CRC) of the Muncie Human Rights Commission (MHRC)
  1. MHRC receives complaint about Muncie Police Department officer(s).  Request from MHRC goes to CRC to review it.

  2. MHRC requests paperwork and body cam footage from MPD regarding the case in question.

  3. CRC reviews materials.

    1. CRC reviews paperwork and views body cam footage
    2. In conversation with the MPD officer appointed to the CRC, the CRC narrows their review to the most pertinent 3-5 policies and procedures.
    3. CRC discusses whether or not the actions of the officer/s were appropriate in view of related policies and procedures.
    4. CRC discusses whether or not MPD’s response was adequate.
    5. CRC discusses what their official recommendation should be.

  4. By majority vote, CRC makes an official determination regarding their recommendation to MHRC.
