A Committee was formed by City Council President, Jeff Robinson to help determine eligibility criteria for applying non-profit organizations and to develop the application, process, grant making rubric, communication strategy, and funding parameters.*This committee did not determine award amounts or review applications.

In addition to defining and developing the application and process, grant making rubric, and funding parameters, the committee established the following.
- To be eligible for funding, nonprofits must be located within the City of Muncie, be a 501(C)3 in good standing, and must not discriminate based on age, race, sex, religion, national origin, disability, economic status, or sexual orientation. Those agencies with religious affiliation must not refuse services to a client based on religion or require attendance at religious services as a condition of assistance nor will such groups engage in any religious proselytizing in any program receiving ARP funds.
- Before applying, interested applicants were strongly encouraged to attend an informational session about the grant. These virtual forums were open to the public, free of charge, and live streamed on Facebook. Before they applied, those who were unable to attend the informational sessions were strongly encouraged to speak with Heart of Indiana United Way’s Director of Community Investments, Jim Flatford.
- Applications were submitted through an online form on the City of Muncie’s website between September 1st, 2021, and September 30th, 2021
A new and separate Committee was formed by City Council President, Jeff Robinson, and Heart of Indiana United Way President & CEO, Jenni Marsh to review and score applications using the grant making rubric developed by the ARP Non-Profit Eligibility and Process Planning Committee and make funding recommendations for eligible non-profits to the City of Muncie.
The ARP Non-Profit Awards Committee was made up of a diverse group of community leaders representing local grant-makers, members of the local BIPOC and LGBTQ+ communities, and other local citizens. Every precaution was made to ensure grant reviewers did not have a conflict of interest in making award recommendations.

Scoring was based on the following using the previously developed Grant Maker's Rubric;
- Whether the organization, or its project/program, addresses disparities in public health outcomes, negative impacts on households and individuals disproportionately impacted by the pandemic, and educational disparities
- Whether funding is fulfilling a gap or need other programs/services are not already fully addressing
- Whether funding mitigates some of the impact COVID-19 had on the organization’s budget
- And the overall stability of the organization and strength of the proposed project/program including, whether the organization will be able to fulfill the grant proposal, and whether people will be better off for it
- Every non-profit awarded funds through the ARP Non-Profit Awards Committee will be required to file a non-profit grant fund report
